WONSAN – Russia and the Democratic People's Republic of Korea (DPRK) have significantly strengthened their strategic ties, with officials from both nations reaffirming a commitment to an "invincible combat brotherhood."¹ The statements came during the second round of strategic dialogue between the two countries, including a prolonged meeting between Russian Foreign Minister Sergey Lavrov and his DPRK counterpart, Choe Son Hui, and a subsequent meeting with the DPRK leader.

Reinforcing a Strategic Partnership

During the dialogue, Russian officials expressed pleasure at the opportunity to further discussions, noting the importance of regular high-level meetings between the two nations' foreign policy leaders to advance bilateral relations and address shared international concerns. President Putin conveyed his warmest greetings and reiterated commitment to all previously reached agreements, expressing hope for continued direct contact with the DPRK leadership.

The recent talks between Foreign Minister Lavrov and Comrade Choe Son Hui lasted over three hours, described as "substantive, concrete, and very useful."

 This builds on the first round of strategic dialogue in Moscow last November, where the new basic strategic treaty was characterized as a "firm foundation for an invincible combat brotherhood."

Military Cooperation and Shared Objectives

A key highlight of the discussions was the acknowledged participation of Korean People's Army combat units alongside Russian forces in the Kursk region. The Russian side expressed "sincere gratitude" to the DPRK leadership and military personnel for their "magnificent combat training" and "very important contribution" to what was termed the "just cause of liberating Russian territories."5 This demonstrated a "high level of our alliance."
